Nigeria Immigration reacts to killing of officer in Sudan

The Nigeria Immigration Service (NIS) has reacted to the killing of its officer, Habibu Almu, in Khartoum, the capital of Sudan.
In a statement on Saturday, the spokesman of the agency, Sunday James, said the Comptroller-General, Muhammad Babandede, received the news with shock.
Mr James said the Immigration chief was taking brief on the circumstances surrounding the death of Mr Almu, who was an Assistant Comptroller of Immigration.
He said the immigration boss was in high-level discussion with the Minister of Foreign Affairs, under whose supervision are foreign missions, over the matter.
According to him, the discussion centres on investigation of the killing with the host authorities as it borders on international diplomacy, and repatriation of the remains of the remains of the deceased senior officer.
He added that the comptroller general was in touch with the late officer’s family.
Almu, who was an Immigration Attache 1 in the Nigerian Mission in Khartoum, was reportedly stabbed to death in his home in the Sudanese capital on Thursday.
Reuters quoted the Sudanese police spokesman, Omar al-Mokhtar, as ruling out the possibility of the attack being an act of terrorism.
Mokhtar, according to the news agency, said police had arrested several suspects, but did not give further details.

One of Nigeria’s group opponents at the Russia 2018 World Cup, Iceland, has surprised many by naming their 23-man squad for the mundial three weeks earlier than required by FIFA.
The 23-man squad announced on Friday is made up of three goalkeepers, eight defenders, eight midfielders and four strikers.
Iceland included Gylfi Sigurdsson in their squad for the World Cup, despite the Everton playmaker being injured.

Group urges NASS to pass right to food bill


 National Assembly

A call for the National Assembly to pass the Right to Food Bill has been made by the Emir of Argungu, Samai’la Mera, alongside members of the Right to Food Coalition (RFC).
During an advocacy visit by the coalition of civil society groups promoting the right of every Nigerian to access to food, Mr Mera said the Senate should pass the Bill without further hesitation.
A statement sent to PREMIUM TIMES showed that the emir expressed surprise that Nigeria is yet to have food as a fundamental human right written in the constitution when responding to a presentation on the Right to Food Bill by the Chairman of Voices for Food Security (VFS), Gbolagade Ayoola.
He added that the bill, if passed, will take care of almost 80 per cent of the concerns surrounding food security.
Mr Ayoola, in his presentation, said the latest World Hunger Index published by International Food Policy Research Institute (IFPRI) indicates that Nigeria ranked 84th among 119 countries in the category of “Serious Hunger Prevalence” in 2017.
He said this implies that about three-quarter of its population (about 150 million people) presently suffer from acute adult malnoutrition, child stunting, child wasting and child mortality, all linked to food insecurity of the country.
He added that the subject matter also exists in some countries and that they have adopted the concept of food as a right or passed a right to food bill as the basis for implementing food policies.
According to the statement, such counties include: Bangladesh – Article 15; Brazil – Article 227; Colombia – Article 44; Congo – Article 34; Cuba – Article 8; Ecuador – Article 19; Ethiopia – Article 90; Guatemala – Article 51 (minors and elderly), Article 99 (feeding and nutrition); Haiti – Article 22; India: Article 47; Iran Article 3; Malawi – Article 13; Mexico – Article 27; Nicaragua: Article 63; Nigeria Article 16 (wherein not justiciable); Pakistan – Article 38; Paraguay – Article 53; South Africa – Chapter 2, Section 27; Sri Lanka – Article 27; Uganda – Objective 14; and Ukraine – Article 48.
“The Bill, which has suffered a great setback during the 6th Assembly (2007-2011), and also suffered a similar fate during the 7th Assembly (2011-2015), is now at the committee stage during this present Eighth Assembly (2015-2019), having passed the Second Reading at the Federal House of Representatives and the First Reading at the Senate as at June 2016,” he said.
In his remarks, the emir assured the coalition of his support for the bill and his readiness to reach out to all key players within his sphere of influence to mobilise support for its passage by the 8th National Assembly without further delay

IGP Fails To Appear Before Senate Over Melaye’s Arrest, Insecurity issues



The Inspector General of Police, Ibrahim Kpotun Idris has failed to appear before the Senate on Wednesday, to explain the circumstances surrounding the travails of Senator Dino Melaye.
The non-appearance of the IGP became clear when Deputy Senate leader, Bala Ibn’Nallah moved that order 17 of Senate rules which deals with the invitation of IGP be considered.
In utter dismay, Na’Allah said, the Special Adviser to the President on National Assembly matters, Senator Ita Enang has told him that the IGP has travelled to Bauchi with President Buhari.

Senate President, Dr. Bukola Saraki asked the Chairman of Senate Committee on Police Affairs, Abu Ibrahim, to explain what happened to the invitation of IGP.
Abu said, the IGP has sent his DIG operations, but Saraki declined, saying it is IGP that was invited.
“Did we invite the DIG or IGP?,” Saraki asked.
Senators who spoke were unanimous that the IGP lacked respect for the Senate.
Senator Sam Egwu insisted that the IGP was supposed to have written to the Senate that he would not be available, saying such wouldn’t generated anger from the lawmakers.
Senate president said the IGP has no respect for the democratic institution and wondered the way he conducts his responsibility with regards to killings in the country.
Senate resolved that he appears on Wednesday next week, before the Senate to explain the security situation in the country.
Senate Calls For President Buhari’s Impeachment Over Illegal Purchase Of $496m Tucano Fighter Jet



Senate on Tuesday moved to impeach President Muhammadu Buhari over breach of various sections of the 1999 constitution as amended.
The move followed reports by the Senate Committee Chairman on Public Accounts, Senator Mathew Uroghide indicting President Muhammadu in the purchase of American Tucano Aircraft worth $496 million without the approval of the Senate.
Uroghide submitted that his committee grilled the Minister of defence to that effect in line with the mandate given to his committee. He also confirmed that the Minister of Defense, Mansur Dan-Ali had admitted wrongdoing in the purchase of the aircraft.
“Mr. President, the procedure of the purchase of that Aircraft was wrong procedurally. I wish to refer us to Section 80, 81, 82, 83, and 84.”
“Mr. President, distinguished colleagues, I rise through order 15 and 52 to explain my Committee report. Mr. President, as the head of executive arm has breached the provisions of the Constitution.”
“In our grilling of the Minister of Defense yesterday, he admitted wrongdoing over the purchase of American Tucano Aircraft.”

“Obviously, President Buhari has committed an impeachable offence and I move that the Senate invoke Section 80, 81, 82, 83 and 84.”
Uroghide added that it was not the first time, Mr. President was committing an impeachable offence.
“Mr. President, the procedure of the purchase of that Aircraft was wrong procedurally. I wish to refer us to Section 80, 81, 82, 83, and 84.”
Senator Chukwuka Utazi, Enugu North Senatorial district seconded that Mr. President has committed an impeachable offence, hence, he should be impeached.
He was saddened that Buhari continued to dispense huge sums of money without regard to the Senate and the constitution, saying he clearly breached section 80.
He further explained that the purchased aircraft would be delivered in 2020.
Shehu Sani representing Kaduna Senatorial district admitted the high level of insecurity the nation is experiencing.
He suggested for the recall of the funds for due process to be followed instead of impeachment.
Senator Abu Ibrahim in his contributions took the Senate through national accountability, stating that APC led government has been very open.
He urged the Senate to focus on how to assist government to tackle insecurity.
“Mr. President, distinguished colleagues, as responsible Senate, I appeal that we should consider Mr. President’s request since he has written to us.”
“My appeal is, let us look at the request. Senators should do anything to tackle insecurity. Today, it is Benue, Zamfara, tomorrow it could be anywhere.”
Senator Samuel Anyanwu representing Imo East insisted that the breach of the constitution by President Buhari was beyond party and friendship, stating that the substance of Buhari’s action must be looked into.
He recalled that late Senate President, Dr. Chuba Okadigbo was removed from office based on anticipatory budget. He called on the Senate to invoke section 143 of the constitution, saying Buhari should be impeached.
Senate President, Dr. Bukola Saraki recalled the United States Congress meeting with Nigerian parliament over the purchase which President Donald Trump sought the American Congress’ approval.
“It was after our meeting in August last year, that they went back to approve Donald Trump’s request,” he said.
The Senate President added that there was ample time for the executive to write to the National Assembly for approval. He, therefore, referred the motion to the Senate Committee on Judiciary, Human Rights and Legal matters to weigh the legal implications and report back on Wednesday next week.

The presidential plane touched down at the Sir Abubakar Tafawa Balewa International Airport, Bauchi at about 10:2am on Thursday.
Buhari is expected to commission some projects especially roads and flag off the distribution of 500 tractors to farmers in the state during his visit.

The Benue State Governor, Samuel Ortom, has returned from his overseas trips amid the crisis in the State.
Ortom had travelled out of the country as part of his 12-day vacation.

Speaking at the Nnamdi Azikiwe International Airport, Abuja on his return after he cut short his vacation to address the security situation in the state, the governor vowed that Benue would never allow intruders take over their land.
He said, “The fact that we in Benue have chosen to be law-abiding does not mean that we are weak. I call on every Benue man and woman to remain resolute. The enemies cannot take our land away from us.”
